Turkey and Montenegro battled to a 2–2 tie in their first match of group play.
If Netherlands wins or ties against Norway, they advance regardless of Turkey's result. If Turkey and Norway win, they both advance, with the first-place finisher going straight to the World Cup and the second-place finisher advancing to the playoff round, while the Netherlands gets sent packing.
